COP30: key themes

The United Nations (UN) Conference of Parties, or COP, sees governments gather annually to discuss and find solutions to tackle climate change. For COP30, we show how some of the key themes that are in focus at the conference are also important to us.

Does Shell take part in COP?

Between November 10 and November 21, 2025, COP30 is taking place in Belém, Brazil.

A small number of representatives from Shell will attend to gather external insights and latest policy developments, engage with key stakeholders and strengthen partnerships.

Government, industry, and consumers all have a vital role to play if the world is to meet the more ambitious goal of the Paris Agreement and limit the rise in global average temperature this century to 1.5°C above pre-industrial levels. With 2025 marking the 10th anniversary of the Paris Agreement, this goal is becoming ever more challenging as the world rapidly consumes the remaining carbon budget, as highlighted in our Energy Security Scenarios.

The Brazilian Presidency has designated COP30 as the “implementation COP,” with a focus on accelerating the solutions to deliver the nationally determined contributions, as governments and policymakers simultaneously work to reduce emissions and prepare for the impact of climate change.

Key COP themes and Shell

Climate

Our target is to become a net-zero emissions energy business by 2050. As we implement our strategy to deliver more value with less emissions, we are reducing emissions from our operations, and helping our customers transition to cleaner energy solutions.

Shell and biofuels

We produce and supply low-carbon biofuels to help decarbonise harder-to-abate sectors including aviation, shipping and commercial road transport.

Shell and carbon pricing

There is no single solution to the urgent societal challenge of cutting carbon emissions to help limit global temperature rise. Shell advocates for governments to use carbon pricing as one mechanism to tackle climate change. Methane emissions

Our target is to maintain methane emissions intensity below 0.2% and achieve near-zero methane emissions on an intensity basis by 2030.
