Shell has launched a Supplier Qualification System (SQS) which is designed to collect and store information on all our current and prospective suppliers. The system forms part of the internal process we use to shortlist suppliers for our purchasing activities. It serves as a register of suppliers worldwide for future purchasing activities.
Stage 1: Complete the online questionnaire. There is no charge for Stage 1 registration and it will take approximately 10-20 minutes to complete. If your company profile is identified by the system as “low risk”, no further action is necessary.
Stage 2: If your company profile is not identified as “low risk”, you will be asked to continue with Stage 2 registration.
- You will be asked to pay an annual subscription fee and to submit information and certificates related to finance, health and safety, quality management, insurance, products and services, corporate social responsibility (CSR) policies and legal information. Applicable fees for joining Stage 2 can be found in the SQS Brochure available to download below. Suppliers who wish to register multiple legal entities can apply for a corporate licence.
- Depending on your company profile’s risk rating, you may also be required to undertake a further assessment of your company’s health & safety, and/or finance and/or CSR policies. These further assessments are covered under the annual subscription fee.

Due to legal and organisational constraints a limited number of Shell business units will not use SQS for their suppliers.
- All non-operated joint ventures
- Shell Malaysia Exploration and Production
- Shell Egypt NV
- Shell upstream business in Nigeria
- Shell upstream business in Russian/Caspian region (Russia/Kazakhstan/Ukraine)
- Shell Iraq Petroleum Development
- Butagaz (Downstream LPG business)
The following groups of suppliers are not required to register in SQS:
- Airlines,
- Passenger rail services,
- Partners to hydrocarbon trading agreements,
- Landlords / landowners,
- Government bodies,
- Merchant banks,
- Fuel depots (terminals),
- Third party storage providers.
Suppliers that are currently registered on First Point Assessment Ltd (FPAL) or Joint Qualification System (JQS) and who want to continue providing their products/services to Shell Exploration & Production business in Europe (which includes the UK, the Netherlands, Ireland, Norway, Denmark) need only join SQS Stage 1. Suppliers that want to provide their products/ services to Shell’s Downstream business and/or Shell’s Exploration & Production business outside the five countries listed will need to go through the normal registration process.
