It was enacted on September 13, 2005 to be a city ordinance requiring motorists in the city to observe the five (5) forecourt safety measures while refilling namely: No Smoking, No Using of Cell phone, No Straddling, Switch Off Engine, and Only Authorized Containers to be filled. The ordinance directs gasoline stations through its manager to conduct seminar or training for its pump attendants and other personnel on how to manage customers to observe the forecourt safety measures as well as deputizes the Bureau of Fire Protection of Quezon City to oversee the implementation of the ordinance. Corresponding penalties for non-compliance are stated in the ordinance. This safety program is aligned with Pilipinas Shell Petroleum Corporation Hearts and Minds Safety Campaign, which aims to change the behaviors not only of the customers and operators but the employees as well. Quezon City Councilor Ariel Inton met with some members of the Association of Pilipinas Shell Dealers Inc. led by its President Charrie Antonio on December 1, 2005 at the Sulu Hotel in Quezon City for an engagement about the said ordinance.
