 With four (4) state-of-the-art quality control unit vans, Shell will conduct series of inspections in Shell Retail stations to assure customers that Shell fuels and pumps at the service stations passed rigid quality and quantity inspection. The Shell Quality Assurance Inspection Program is Shell's way of strengthening its compliance to DoE's Retailing Rules for petroleum products as well as to ensure consumers of high quality products from Shell and assure them that the right amount of fuels are dispensed/pumped at the Shell service stations. 
Pilipinas Shell Vice President for Retail Sammy De Guzman (shown in left photo) disclosed that through the Shell Quality Control unit vans, Shell aims to perform quality and quantity tests once every quarter for each of its service stations nationwide. Initial tests will be conducted at Shell Retail stations in Metro Manila, including South Luzon and North Luzon areas. By June this year, the Shell Quality van will cover quality and quantity tests at Shell stations located in Visayas and Mindanao. Various tests will include quality and quantity tests such as (RON) octane rating, sulfur content test, adulteration, water content, appearance, density, and calibration tests. Department of Energy (DoE) Secretary Vince Perez lauded Shell for its initiative to heed the call of DoE for ‘self-monitoring in all of its service stations in the country’. He said that Shell’s Quality Assurance Inspection program is aligned with the Oil Deregulation Industry innovation as Shell implemented a self-monitoring, self-regulatory testing by supervising its own Shell retail networks. Challenging oil industry players, Perez said that being in a competitive industry, oil industry players must continue to find ways to innovate in terms of price but also in terms of service. The blessing and launching of the mobile vans coincided with the seventh (7th) anniversary celebration of the Oil Deregulation law, highlighting various milestones and projects of the Department. Perez addressed Shell that its quality control technician should be strict in performing the quality and quantity testing in retail stations. “Only through this self-monitoring that we ensure the viability of the program in the long-run. We constantly have to educate the public on what we’re doing because that’s the only way to have smart consumers,” he said. “The Shell Quality Assurance Inspection program is in line with Shell’s commitment to its customers of ensuring the highest quality and assurance of the right quantity whenever they gas up at Shell,” said SciP Country Chairman Edgar Chua. “We believe that this initiative is something that we should share to other industry players because we share the same objective in giving the best to all our customers.” “The program is also in keeping with DoE’s thrusts of monitoring and providing protection to our consumers. It is also important that we are taking responsibility through this initiative,” added Chua. Chua shared that Shell is currently working with DoE for coming up with standards on depots and secondary transports. Chua also expressed a positive outlook in line with the independent panel review for the Oil Deregulation Law. During the affair, Rev. Fr. Gilbert Ilagan (second from right) from the Military Ordinariate of the Philippines officiated the blessing of the four Shell Quality Control Unit vans. Joining him were DoE Secretary Vince Perez, DoE Oil Industry Management Bureau (OIMB) Director Zenaida Monsada, SciP Country Chairman Ed Chua, Shell Cluster Fuels Marketing Manager Rosita Lui, Pilipinas Shell Vice President for Retail Sammy De Guzman, Fuels Brand Manager Randy Del Valle, and Shell dealer Charie Antonio. Also present during the event were Shell Dealers from Metro Manila, Shell Executives and staff, and friends from the media. “We are taking this initiative ahead of our competitors, but we hope that the energy industry will follow our lead for this will benefit the entire motoring public,” said De Guzman. “We duplicated our laboratory equipment in Pandacan through this mobile van to conduct various quality and quantity tests. Motorists can really be assured that they get the right amount of quantity and quality fuels from Shell.”
