True to its commitment to give high regard for the Health, Safety, Security, and Environment of the communities in which it operates, Shell signed a Memorandum of Understanding (MOU) with the Mayor of Manila, the Department of Energy (DOE), Caltex, and Petron in June 2002; to scale down its operations and establish joint operations and management of common, integrated and shared facilities. This initiative led to the formation of the Pandacan Scale Down Team.
