The relationship between governments and energy companies will be increasingly important as the world confronts two great challenges- providing secure and economic energy supplies to meet expanding needs, and responding to climate change. Much more energy will have to be supplied across borders and much more invested to develop and deliver it. Governments must recognise that this is an increasingly complex, demanding and risky business. Companies ability to contribute will depend on whether the conditions governments set leave enough space to add value. The wrong framework will mean less development and less progress for the environment.
