Russian refinery plans construction of Euro-spec diesel facility

ZAO Nizhnekamsk is working with Shell Global Solutions to meet the latest European fuel specifications at its new diesel production facility. This facility will be a part of the complex of refining and petrochemical plants at Nizhnekamsk, Tatarstan (part of the Russian Federation).
A licence agreement between ZAO Nizhnekamsk and Shell Global Solutions International BV is providing the opportunity to develop a process design package for a new diesel hydrodesulphurisation unit. Under the agreement, Shell Global Solutions will also provide engineering* and technical services.
The new unit will have a design capacity of 1.6 million tonnes per year of gasoil feeds for the production of European-grade diesel. Criterion Catalysts and Technologies (a wholly-owned Shell Group subsidiary) will supply the catalysts for the unit.
Khamza Bagmanov, general director, ZAO Nizhnekamsk refinery, says, “We are delighted to have Shell Global Solutions on board. They are able to offer technical solutions that enable us to offer diesel to the European market. We are looking forward to tapping into their experience of operations and engineering design.”
The Nizhnekamsk complex will include a refinery, a deep conversion facility and a petrochemical facility. The refinery is expected to have an annual refining capacity of 7 million tonnes of high-sulphur crude oil to produce a wide range of oil products meeting European specifications.
The Nizhnekamsk refinery was set up by main shareholders OAO Tatneft and OAO Svyazinvestneftekhim in October 2005 and is 250km from Kazan, the capital of Tatarstan.
