Fatalities performance update

Chemicals (Class of Business and Manufacturing)* had no fatalities in 2006. One contractor fatality occurred in the Chemicals Class of Business in 2005.

*Chemicals activities are in two business areas: the Chemicals Class of Business is responsible for Chemicals customer support and marketing, while Chemicals Manufacturing is the responsibility of the Manufacturing organisation. Each organisation manages and reports its safety performance separately. These definitions apply throughout this report.

The Chemicals Class of Business LTIF for 2006 was 1.3, as a result of seven incidents. This was a lower frequency than the 1.4 recorded in 2005, however the number of incidents remained the same. Manufacturing Chemicals recorded a LTIF of 0.6 in 2006 compared to a LTIF of 0.7 in 2005. The number of lost time incidents in 2006 was 14 compared to17 in 2005.

*LTIF expresses the number of lost time incidents (those which are serious enough to result in at least one day off) per million hours worked.

TRCF performance for the Chemicals Class of Business in 2006 was 2.5 against the target of 2.2. This was an improvement on the 2005 TRCF of 2.8, with a total of 13 injuries in 2006 compared to 14 in 2005. In 2006, Chemicals Manufacturing recorded 59 injuries with a TRCF of 2.4 against a target of 2.7, compared to a 2005 TRCF of 3.0 resulting from a total of 71 injuries.

*TRCF expresses the number of total reportable cases (lost time incidents plus the number of less serious incidents which required medical treatment or a change of work duties, but did not require time off work) per million hours worked.

Target: To achieve a TRCF of 2.2 or lower in 2006

How are we improving our safety performance?


In 2007, there will be a continued focus on full and effective implementation of key policies, standards and procedures such as the Road Safety Standard, an update to the road transportation risk management framework, as well as the introduction of a new Contractor HSSE Management Standard. These new standards will help ensure risk management controls are up to date, in place and functional.

The Shell Golden Rules are aimed at further enhancing an improved HSSE culture among staff and contractors. Changing attitudes and influencing employee (and contractor) behaviour will also be a key factor in improving performance. The rollout of the Hearts & Minds programme, that focuses on behavioural safety, will continue in 2007, reaching all staff in the Chemicals Class of Business as well as a growing number of contractors.
