In any work that is conducted for Shell, whether by full-time Shell employees or contractors, it is crucial that all occupational health and safety (OH&S) risks be managed to the highest level. On this basis, it is critical that both Shell and any contractors manage the OH&S risks that may arise in the course of any work that is conducted. Shell has determined that the best way to ensure that OH&S risks are managed and eliminated, where contractors are involved, is to implement a Shell Contractor Management Accreditation System ("CMAS"). The CMAS has been developed to provide both Shell and a contractor with the required level of confidence that a particular contractor has: - The required level of expertise to carry out particular work; and
- Systems in place to manage HSE risks in the work that they conduct
Further, the CMAS will ensure that Shell and its contractors work together to achieve a safe working environment. Where risks are specific to the oil industry (or a specific Shell operation / site / facility) Shell will impose requirements to manage those specific risks. But, where risks are particular to the area of expertise within which a contractor practises, the contractor will be responsible for managing the risks that lie within their area of expertise. As such a Contractor Accreditation Scheme (CAS), as part of the CMAS, has been implemented so as to accredit contractors to conduct particular work. The CAS is designed to ascertain whether a contractor does have the requisite skills and HSE management frameworks in place to conduct work for Shell. Where it is determined that the contractor does have the requisite skills and HSE management frameworks in place, that contractor will be accredited to do work for Shell. |
