To schedule their production and commercial delivery requirements, most LNG (liquefied natural gas) plants put an annual delivery plan (ADP) in place for the efficient delivery and receipt of LNG cargoes. This plan is set at the beginning of each contract year.

Sakhalin II, one of the world’s largest integrated oil and gas projects, is unusual because it is an upstream–downstream integrated facility, and consequently needs to balance the production and delivery of crude oil alongside that of LNG.

Sakhalin II is being developed on Sakhalin Island in the Russian Far East and is managed and operated by Sakhalin Energy Investment Company Ltd (Sakhalin Energy). Delivery of crude oil from its export terminal in the south of the island began in December 2008 and of natural gas LNG in March 2009. The main customers for the oil and gas are companies in Japan, Korea and China.
