The new plant in Torzhok, in the Tver region north-west of Moscow, is ideally located to supply a range of finished consumer, transport and industrial lubricants to customers in Russia. It can blend up to 200 million litres of lubricants a year, making it one of the largest in Shell’s current global plant network, and will create 150 Russian jobs when at full capacity.

The opening ceremony was attended by the Governor of the Tver region, Andrey Shevelev; representatives of the Russian Federal Government; representatives of the Tver and Torzhok administrations; senior Shell representatives; and Shell business partners and customers.

Andrey Shevelev, the Governor of the Tver region, said: “Fruitful cooperation between the Tver Region and Shell has resulted in investment, the creation of 150 jobs, and contributions to the Tver Region’s budget in the form of taxes. The Shell lubricants blending plant, opened today, is a top example of the kind of investment we want to attract to the region. This is the most ambitious project implemented by a foreign investor in the Tver Region.”

Shell’s industrial lubricants customers in Russia will now be able to receive bulk delivery of finished lubricants, speeding up delivery times and reducing storage costs. As the plant ramps up to full capacity, there may also be potential to serve neighbouring countries.

Harry Brekelmans, Shell Russia Country Chair, said: “Shell is a major international investor in Russia’s manufacturing sector. Alongside large-scale oil and gas upstream projects, we are expanding the production and marketing of oil products in Russia. I am sure that quality, Shell-branded and ‘made in Russia’ lubricants will mark yet another important step towards reducing Russia’s reliance on imports.”

The plant was constructed to incorporate world-class lubricant blending technology. All processes in the plant are automated and commanded by a control room developed to the latest international standards. The plant is also equipped with a stringent quality control system that conducts tests at all stages of production.
